Description
The purpose of this call for tenders is the selection of an external service provider for communication services. This call is open to individual professionals and communication companies established in EU countries.
If selected through the present call for tender, MEP Rosanna Conte offers the possibility of signing a temporary contract with no exclusivity for a 9-month period.
Applicants must be able to work in Italian and English languages. The service provider will be requested to fulfill the following services and products:
– Production of posts and articles for dissemination on social media;
– Video production for dissemination on social media;
– Media relations support in Brussels and Strasbourg for press conferences and public events;
– Press review on European issues.
The key dates of this call for tender are the following:

3. Start of the contract: 01/10/2023
4. End of the contract: 30/06/2024

Offers not provided in writing via email will not be considered.
The offer must contain:
– Descriptions and supporting documents for the evaluation of the qualitative criteria (see point 1 above);
– Cost per kind of services and products offered, and overall estimation (see point 2 above);
– Last two annual financial statements available (see point 3 above).
The award and selection criteria used to assess the quality of the applications are the following:
1) QUALITATIVE CRITERIA
Maximum score: 100
a) Experience in the communication sector, in particular regarding institutional communication and EU institutions: please describe your previous experience and/or send your curriculum vitae in attachment to the offer. (Maximum score: 55)
b) Organisation of the work for delivery of the service: please describe how to ensure successful implementation of the tasks, and to accommodate short-term deadlines. (Maximum score: 20)
c) Experience in developing and implementing communication plans or campaigns tailored to different Italian audiences: please describe your previous experience and/or send your curriculum vitae in attachment to the offer. (Maximum score: 25)
2) COST PROPOSAL – VALUE PER MONEY OFFERED BY THE APPLICANT
The offer must include:
a) Media relations support in Brussels and Strasbourg for press conferences and public events (maximum 9 during the contract period): please indicate the unit cost;
b) Production of posts and articles (maximum 72 during the contract period): please indicate the unit cost;
c) Press review on International and European issues (maximum 36 during the contract period): please indicate the unit cost;
d) Production of videos (maximum 18 during the contract period): please indicate the unit cost;
e) Overall price for 9 months.
IMPORTANT: The total price of the offer cannot exceed 15,000 euros (VAT included)
3) SELECTION CRITERIA: Financial capacity. Applicants must have stable and sufficient resources to successfully implement the service.
EXCLUSION CRITERIA: the person or entity is bankrupt, subject to insolvency; it has been established by a final judgment or a final administrative decision that the person or entity is in breach of its obligations relating to the payment of taxes or social security contributions in accordance with the applicable law; it has been established by a final judgment that the person or entity is guilty of fraud, corruption, money laundering; the person or entity resides in a state different than the Member’s state of election or Belgium;
